Manipur has been home to sustained conflict and an exceptionally high degree of violence and is today amongst the worst affected by the imposition of Armed Forces Special Power Act , 1958.
The political situation in this tiny conflict-affected sate has been all the more explosive ever since the market shootout im Imphal on July 23, 2009 that resulted in the killing of a five- month pregnant women, Rabina Devi, and an alleged militant, Chungkham Sanjit along with injuries to five persons in what is believed by the public at large to be a fake encounter. In the wake of public outcry a spate of arrest and detentions of several noted Human Rights activist were made.
The independent Citizen’s fact Finding mission was undertaken in this context of heightened tensions and civil unrest in the state to assess the Human rights situation in Manipur.
